The USP (Universale Selbstlade Pistole or Universal Self Loading Pistol or P8 as corrected by Mark Chui) culminated as the result of HK combining all the best elements of previous successful guns and putting
it all together in the USP.
The result is a weapon that is popular, tough, 110% reliable and highly customizable with various options of actions, safeties and de/cocking mechanisms. 
Thus it is not suprising that the US special forces adopted this weapon as its primary handgun (albeit in a larger frame chambering the .45 ACP round).
The USP comes in 9 mm, .40 S&W, and .45 ACP calibres for which it has a  magazine capacity respectively of 15+1, 13+1 and 12+1 rounds.
The USP is the standard sidearm of the ISSP and was used by Gren in session 13. It was also used by the bodyguards in session 20 in the MK23 SOCOM form equipped with LAM (Laser Aiming Module) modules.
Sean Coughlin also proved that the weapon used by Jet in session 16 was a USP, not a P99 as originally thought.
BTW, the USP is one of the 3 'polymer guns' seen in the series aside from the Glock 30 and Walther P99.
